Apart from a hierarchy with multiple levels, a dimension also has many attribute fields which designer may not want to put it in a hierarchy.
Some examples are Gender and Age Group attributes of a Person dimension, Status fields and so on.
End users may want to browse them in any sequence of dlicing and hence needs to be independent of hierarchies.
The cube data can be diced on a dimension by its hierarchy, attributes or both in any sequence:
